Are there any real options to deter North Korea? In their minds the use of missiles is necessary to maintain their sovereignty. At what point will the North Korean government decide that launching a missile is not enough to scare the international community?

Not a good situation and I do not see them bending to sanctions or threats of destruction.
Kim knows he can't win so with the nukes and missiles he's going for second best.
Its only human nature the more likely you are to sustain injury in a fight the less likely you are going to want to get into that fight.

We need to provide Japan with something that can shoot them down and then show it on Television for the world to see. The Japanese can afford it.
