Japan does not trust China and North Korea so now the F-23 design derivative will be licensed for Japan Air Defense Forces. The Black Widow returns and it's not Scarlet Johansen (Though we would not mind seeing her stand next to one)
A retired Colonel asked me on the phone if the US contractors cannot give a license to Japan because of their not so secure Aircraft industry. Did this author overlook this? Is the US law in place prohibiting sharing Stealth technology to any ally?

Wouldn't be a first. The F-18 lost to the F16 in head to head competition, a few tweaks by developers resolved issues that made it a loser, so suspect same can apply here. Key is that changes came AFTER head to head completion so you're comparing apples to oranges.
