I think it's great! But I also think New Hampshire should offer concealed carry permits. Constitutional/permitless carry is good only within the state, or in New Hampshire's case, also in Vermont since IIRC it is also a constitutional/permitless-carry state that happens to share a border with New Hampshire. Once national reciprocity is passed, a state like New York or New Jersey would have to honor a CCL holder from another state, but I don't know that they would be compelled to honor another state's non-permitted concealed carry.

SSgt Christopher Brose I was on the phone today with New Hampshire State Police Licensing unit and they were telling me they will still be issuing permits on a voluntary basis. She didn't know all the ins and outs of it as its too new. I called as I have my application in with them for about two months and have not received my permit yet. She has it and hopes to get to it soon. They are busy I guess! Maine is permitless carry now too but if you want to carry in the state parks, you need a permit.
