Being listened to does not always mean your idea gets implemented. Not all ideas, thoughts, concepts are of equal merit. It is true that we have a smaller Officer and Staff NCO corps responsible for the masses. I think there is little doubt that standards have slipped over time. Recruiting goals must be hit, retention goals must be hit, training on non mission critical items takes up time for mission critical items.
We did not get here over night. This will take time and attention to fix.

Absolutely and take it one step further....being listened to and having a good idea does not always mean your idea gets implemented, because what the subordinate may not realize nor understand is, the idea though good is not feasible in the time constants present, resources available or compatible with other mission / task requirements. If the leader "listening" knows that immediately they might provide the feedback to the subordinate on the spot leaving them with a "good feeling". But my experience is, many times that mid grade leader listens, receives the subordinates "good idea" and parts ways, and then later realizes or is shown (told) why the idea is not workable for this task.
Now all the original suggester thinks they know, is their "great" suggestion was just blown off because Im a privet...

Can’t speak for the surface fleet, but on submarines, we listen and listen. Whether we want to or not. One big squashed together happy family.

Chief's mess to the Wardroom was to take care of your troops. That means listening to them. Every Division I took over, my intro always included my openness to listen to ALL my troops. I have had some great ideas come from the lowest ranks. Great advice SGM!

They definitely need to listen to those that make up the majority of those on duty.
