Some states do not have a State Guard, also known as State Defense Force in some states. They can be a great asset in augmenting the National Guard of a state in disasters or other emergency situations. They can be used to give classes in disaster preparedness and response to local communities.
The National Guard used to be in almost every community, but with the reduction of Guard units, that is no longer the case.
One reason that some states give as a reason for not having a State Guard or State Defense Force is a risk of liability.

Virginia Defense Force – Virginians Helping Virginians
The Virginia Defense Force is authorized by the Code of the Virginia as the all-volunteer reserve of the Virginia National Guard and serves as a force multiplier integrated into all Guard domestic operations. Members of the VDF volunteer their time for training and community support and are only paid when called to state active duty by an authorization from the Governor of Virginia.
