One of the resent it getting worse due to the lack of leadership taking that program more Seriously. Before I left in 2915, we had a very low support from our commander yet many dismissed the issue because it look bad for their evaluation. This problem must be enforced across the board especially during Basic& AIT. It is very sad to read about it yet we don’t hold officer accountable for Failure to support the SHARP Program. The only way this is going to stop is with a Re-Bust hard core in Basic & AIT, when arriving to their unit maintain it & reliefs commander who refused to support it.

Increases in reporting is a gray area. It's hard to distinguish is it because there are more assaults or are people more comfortable reporting? Or is it both? There's really no way to distinguish it - and the anonymous surveys always have 20000+ reporting they have been sexually harassed or assaulted.
We are never going to stop sexual abuse, sexual assault or harassment 100% in the military or in society in general. Humans have always done this and always will. If we can reduce it and we can have a culture that doesn't accept it - that will help. But it's hard to stop a sexual predator when they are very good at hiding their true selves and their behavior. If someone has never been convicted or charged with a sex crime...you can't screen thoughts.
