You know, purely as a thought, I don't know if it'd be allowed at all, one tends to wonder whether spouses of active duty might then be allowed priority and/or preference for civil svc hiring at an installation where their spouse is, I'm not saying OPM would necessarily allow it, or that a law change might not be needed, I !erely !entuon it as a thought...similarly, if there's civil service in local or state govt stuff near a given installation, maybe some sort of arrangement might he feasible to let spouses of active duty get similar preference locally, obv it'd vary state by state, territory by territory, jurisdiction by jurisdiction, you know? However, such hiring preference might he dee!able as being in the natl interest, perhaps it might he sellable to local, state, or territorial govt, pet alone on the Federal side, on that basis, just a thought as I'd said, of course....
