I could see adding the E10 grade but if your going to mess with ranks and pay just offer incentives like special pay for bachelor degrees and more per degree level held and bring back SPC 5-7

I'm not opposed to a change, but I question the necessity. The argument I have heard is that there are sergeants major with greater responsibilities than others. That is quite obvious. How about giving a CSM assigned to a two star a special cash incentive allowance for the duration of that assignment. Let's say $100 per star. So a $200 increase over base E-9 pay. That can take care the near term financial compensation. When they rotate out to a position that doesn't require the same responsibilities they can have the incentive removed.
As for the argument of retirement increases. I propose we also have a retirement point incentive. When assigned to a high responsibility position add a bonus to retirement points or pay accrued while in that position. Retirements rates could receive an adjustment based on how many days you spend in one of these positions.
