The Canadian military are only used when a Province requests Federal aid. People have been complaining about late deployment, but emergency management is localized and hierarchical; each level of government must request aid from the one above it - town to municipality; municipality to province; province to feds.

The same thing applies in the United States. When City, local, County, and state are overwhelmed they can ask for Mutual assistance from other states or they can go to the federal government for assistance. Kind of like a FEMA framework. A similar protocol is followed
