Sounds like President Obama is trying to emulate more the Government in George Orwell's 1984 or Aldus Huxley's "Brave New World." Hopefully it won't drift towards Anthony Burgess's "Clockwork Orange."
Since this is using government resources to use psychology to get more [read different] citizens to connect to government programs, I expect this is designed to get illegal immigrants, undocumented workers to connect to government programs. That will drive up the statistics of numbers served but not percentages since only God knows how many illegal immigrants and undocumented workers are in this nation.
