I make little of it. The nature of this document is in the explanation "The following is a proposed strawman document...". A strawman proposal is nothing more than a "conversation piece" in the business world. It proposes something simply to create a framework for discussing the topic. It does not represent any intent to actually do a thing. Simply, the framework for a discussion. Frequently it is actually the opposite and proposes something for the purpose of countering the argument.

It discusses the idea to transition the VA to community care, where the VA functions much like Medicare for eligible veterans. Given that it is an idea advanced by people in the public comments to the commission and by members of Congress, the commission would be remiss to not discuss it.
