I agree with you, the article makes some fair observations at the highest, broadest level. But not ALL major wars today are proxy wars...the US is and had been the principal warfighter in Afghanistan since 2001, there is no proxy. And "WMD" and "high-tech" weapons are hardly synonymous; though many of the highest-tech weapons require a larger data feed to be most successful (and limit collateral damage and the risk of escalation), many nuclear weapons are assigned against relatively large, fixed targets with no (new) information required to make them useful.
