The Kumbh Mela is a festival that takes place in Haridwar near the source of the Ganges River and it is celebrated once ever four years. Haridwar is a permanent city and so is the other cities along the Ganges. Hence, it is hard for me to decrypt which non-permanent cities Mehrotra is chiming about.
