RAND, the inventor of 'we need another study to decide if this study is accurate' philosophy that has dominated military thinking for decades. Can't find source, but think they also said AF was too small in early 80s.

Let me write the next article about the Army. The Army is stretched by low level conflicts and preparing for peer on peer conventional warfare. The only real fix is to expand the Army both in terms of manpower and materiel. It is simple not possible to sustain the current pace of operations with a force this small.

MAJ Ken Landgren Absolutely, the RAND report was on AF, but it essentially applies to every branch of the service. Current administration will claim they're addressing the problem and their budgets reflect this, but on the other side of the street they're doing all they can to increase cutbacks.
