This is poorly worded. It implies that there is a pipe bomb problem in Oklahoma, and that there is a set of usual features for an Oklahoma pipe bomb. If that is the case, what are typical features of an Oklahoma Pipe Bomb?

Well from an MP point of view, I'd say that the investigators are insinuating that the way he built the pipe bombs is more typical of IED builders in (Designate any other country).
Overseas the site exploitation investigators look at an exploded bomb and its constituent parts and determine if it was built by a person who also built bomb A and bomb B etc etc simply by looking at how it was wired, the techniques used to build it and what it is built out of.
I do agree that they could have worded that better, but I understand what they were trying to say.
