Interesting, never thought about it, but then again why wouldn't refugees want to go to Japan?

Well it hard because Japan and Korea have strict immigration standards where you cannot hold dual citizenship and must relinquish old citizenship. They do however have what is called permanent resident status that affords many of the same luxuries and protections of a citizen but they cannot vote or hold public office. The problem most of time has to be cost many just can't afford to live in Japan up until recently.
