The people whine about the removal, but they let others trash the site. They need to make up their minds on this.

I don't see the problem. Not to be rude or disrespectful to those of the unit, but would you rather see it preserved or allow it to deteriorate? It seemed to be well on it's way with the latter. It also seems those who took it down were the only ones trying to maintain it. Not sure what "debris" was around it along with broken beer bottles, but there's a school nearby. I damn sure wouldn't want my kids there and take a chance upon a needle or be slashed by a broken bottle by some drunk.
If we're assigning blame, look at those who were contacted and said no. If it's as historical vs. emotional attachment, I'd reckon those other sites would've lined up to take it no problem.
1st Expeditionary Forces monument in DC. This unit would become the Big Red One. If this monument was to fall into disrepair and not maintained but by a lone volunteer, I'd hope someone would take it down and move it to Ft. Riley so it'll be with the BRO at all times and maintained properly forever. I have an emotional attachment to it, along with the historical.
