CPL Beth Allsop I wasn't aware that they recycle numbers. I did a search for the bill, and in 2015 the same numbered bill was for cotton.

Every congressional session the HR # start over again. If a bill has not passed committee and then been voted on, It needs to be re-written and completely start over again in the next Congress.
We have had the same bill introduced into five different congressional years hence forth the same bill has five different HR numbers. It's just the way they do it.
