I would say it has to be at least a 767 or larger. When you look at the current VC-25s used for AF1 every inch of that plane serves some sort of purpose. Now you could maybe get away with whittling it down by removing some of the less necessary areas such as the press section and part of the executive suite but for the most part the rest of the areas are necessary, especially when you consider that it's more than just a point A to B plane now.
AF1 since 9/11 is an aerial Whitehouse. It allows the POTUS to be in a mobile command center in the event of emergencies, he/she can meet with important staff, take care of important military functions, hold press conferences, etc. all while being safely in the air. It also is filled with electronic and other counter measures to make sure it is nearly impossible to shoot down.
It is far more than just an executive jet and if you go too small like a B21 or B737 would be (or even a 757 like Trump's private jet) you would have to sacrifice many of the important aspects of that aircraft. Honestly, the 747-800 is a good choice and I hope they can find a way to stick with it or maybe make the 767 or 777 work.
