First, reporters don't "force" the Press Secretary to do shit. She answered because she decided to answer.
Secondly, the simple answer is that the AG's office is not someone states want to trifle with, especially while trying to justify keeping pot dispensaries and liquor stores open (revenue) but telling churches they can't open. There are clearly issues with trying to make that argument, both in a court of law and the court of public opinion.
