Well their personal wealth is one reason. So is the wealth of their donors. Some of them might even be smart enough to realize that tax hikes are bad for the economy. So you can see why getting a tax hike should be hard to do. Sadly getting a tax cut is also hard to do. Congress just plain sucks.
