As the UK's top military officer raises fears, what would happen if Russia cut undersea cables?

I remember this potential threat being brought up in the past with visions of Ruskie submarines sitting on top of transatlantic cables sawing away at them with hacksaws. Also appeared in a movie where the crooks somehow interrupted a signal. It is a very interesting scenario and one which I hope the spook-types have been on top of for some time.
