I pop off on this everytime it comes up. From the standpoint of an old Damage Control Assistant (DCA) and fire team leader, I can tell you that ships are not designed to burn. Suppression systems are better today than yesterday. And better yesterday than the day before. Even if this kid lit the match, and we'll see in the courts martial, his upline allowed a degradation of suppression systems and yard safety protocols totally beyond the pale. If they can prove this kid lit the match, drop the hammer on him. But that hammer needs to drop on the CDO, DCA, his Chief and Div.Off., Dept.Head, Command Master Chief, XO, Capt., the entire Chief's Mess & Wardroom, the Port Engineer, the civilian contractor, Squadron, etc. And no mealy mouthed "Letter to File" either.
