I've been to this ceremony countless times. At the beginning of each guard change, the Sergeant of the Relief faces the entire audience, explains the ceremony and its significance, and then strongly requests silence and standing (unless someone is incapacitated). I honestly don't know what this person's motivations were, SSG (Join to see). I do know what the sergeant strongly requests. I've seen them pause, wait for complete quiet and for ALL to stand before facing about to begin the ceremony. EVERYONE knows what's expected. When I took my son, he stood with me at attention.
