This is fine, and as a federal employee I welcome this bill.
However, what really needs to happen is Congress must figure out how to pass a budget through regular order, which hasn't happened since the Bush administration. Then perhaps we wouldn't have these nonsense "crisis" every October.

SSgt GG-15 RET Jim Lint if memory serves, the last time a budget passed in regular order, not a continuing resolution, was 2006.
The whole budget completed on time has happened only four times in US history - 1977, 89, 95, and 97.
