Senator Kaine is off the mark here. I know it's a desert over there but the relatively small-scale strike by the administration along the Syrian frontier cannot be characterized as gunboat-diplomacy. Foreign Relations is the domain of the Executive Branch and the C-i-C certainly has the authority to use military force in a timely manner. The congress gets it's say when that military force is prolonged and they have the power of the purse. What part of the separation-of-powers doesn't Senator Kaine get? Those powers are separated for a reason. Its not a 'bi-lateral branches of government' undertaking when decisions need to be made and timely military and/or diplomatic actions are executed.
