How are the police supposed to put a stop to these kind of things? Things are really starting to get out of hand. How are you supposed to keep your family safe?

The police can not stop it by themselves. This is war. If the police, which about half, or more are pior military, move to a war tactic footing, then we lose civil liberties.

We have a ton of surveillance on the average citizen. There is no excuse why these guys can not sniff emails and phone and pick em up.
