States are inflating their coronavirus testing numbers with the wrong kind of test

Several states are inflating, deliberately or not, their testing numbers by including two different types of tests that experts say should be separated out. That includes the numbers reported by the Covid Tracking Project and subsequently used in Vox’s chart, which rely on the data that states report.
