Kind of sounds like the NFL, Roger Goodell hands out the punishment and is the appeal review for those punishments. The only difference is the NFLPU signed off on it when they agreed to the contract.
This is wrong, how can a defendant expect a judge to be fair if they are judge, appellate and executioner.

SPC Margaret Higgins Normally they Wouldn't Challenge it, Wouldn't Touch it with a 10 Ft Pole but in this case We have a Very Unique Situation, When a Military (Reservist) Judge that handed down a Ruling Also Sits as a Civilian on the Military Review Panel, I Do Believe that there is a Conflict of Interest.
