I am not sure that I agree with his conclusion. Does racism exist in police departments? Yes. Is it baked into the system? I don’t believe it is. Again, opinions are my own having grown up in a family of police officers.

done or acting according to a fixed plan or system; methodical.)

The word used was systemic, not systematic. See this article: https://www.mentalfloss.com/article/625143/systemic-vs-systematic-whats-difference

LCDR Robert Turner No, I understand the difference. It might be splitting hairs with some here, but my argument is that I do not believe there is systematic racism. As I stated there is racism among individuals but at such a minor number of officers involved I do not consider it systemic except for the fact that the protests impact law enforcement as a whole. The system itself is not a racist system and the few racist officers are not indicative a systemic failure of law enforcement as a whole. If it were systemic I would think the numbers would be much higher given there are approximately 850k law enforcement officers in the United States making over 10 million arrests (arrests not interactions) per year. Again my $.02

TSgt Jack Oberholtzer thank you. I believe the individuals who practice racist behaviors should be dealt with. The problem is aggressors are often tarred with the same brush. It is not TSGT Olberholtzer or LCDR Turner attacking an enemy, it’s the US Military on the attack. Likewise, all police are now seen as racist cops, not just Officer Chauvin from the MPD.

Individual actions must be driven by the institutions they represent. Core values are what should be taught and modeled. “Protect and Serve”, “Duty, Honor, Country” and Honor, Courage and Commitment” along with the key principles we live by must mean something. That is what should be systemic.
