I suspect that you are misreading the spirit and intent of this legislation and exposing your own prejudices in the bargain. As I read it, this legislation guards counselors and their patients from government intrusion into therapy. Every psychologist and psychiatrist has deeply held beliefs and convictions which guide them as they serve their clients. These are the culmination of a lot of training as well as their personal ethics and ideology. They should be limited only by the standards of therapeutic services as set forth by their peers. Sadly, as government becomes more intrusive bureaucrats attempt to guide such practices from their lofty positions. I saw this happening as long ago as the early 1960's when I worked in the Baltimore Payment Center of Social Security where all disability claims were processed. We had "experts" who reviewed the determinations of doctors and had the power to reverse their decisions even though such "experts" had no medical or psychological training. None whatsoever. In the decades since then, government and the warrens of its bureaucrats have grown exponentially. Congress has ceded legislative, enforcement, and adjudication powers to them. Thus, I can see a need for a state imposing limits on the power of government to impose itself in doctor/patient relationships.
