The Army knows the answer. Everyone knows the answer. The Army hopes the company grade leaders won't go even though they have no way of assuaging the reasons for their leaving. The reason of "poor leadership" has been a reason for ever. My last active duty company, back in early 90's never got out before 5pm. We were always the last company released. We were okay with it because we had good leaders and we were doing good things, not make work. It appears that's not the case anymore.

I posit that the headline is ironic.
The very fact that senior leaders have no clue what is going on with junior leaders is, in and of itself, a huge driver of junior leader dissatisfaction - and reason for them leaving.
