Cheaper to prevent injuries rather than pay for them through medical benefits through the life of the injured; and the lost man hours cuts into training the force to be strong and lethal.

As a side note:
" mental health and quality sleep."
In my 21 years I saw some occasional concern about mental health but never about quality of sleep.
