As long as she is qualified, I think it's great

Not to take anything away from her accomplishments, but since she now will a be a 4-star ADM, why would they put her in a job that her direct (and only other) boss is another 4-star ADM? This is a relatively new phenomena, seeing that the CG Vice Commandant was legally raised to a 4-star position only recently in 2016; I'm just wondering what was the reasoning behind the raise?
