The idea may not go over too well in this day and age, hence the delay. We used to have something like this back in my early days when a company commander could assign a Marine remedial training, which meant digging a 6'x6'x6' hole out behind the company area for two hours a night for a week or so. As a young NCO, I pulled duty 'watching' these folks to make sure they didn't loaf on the job. If they had to relieve themselves, they could turn around and do so in place. That would be considered cruel and inhuman punishment now. Don't know if any of the participants ever experienced an epiphany of attitude or behavior from the chore as suggested they might from the new model.
