Two things stick out to me - I'll wager that Mr Whelan is gay - nothing wrong with that; his actions and associations make that a distinct possibility.
Secondly, this looks a lot like a hostage taking just to make a trade.

PO1 William "Chip" Nagel - My first inference I think is what got him hemmed up. Russia is active in persecuting homosexual behavior, and this guy making "friends" with lots of Russian military, not "pretty Russian girls" I'll bet is what caused this kerfuffle.
