I hope that safety is a concern from the start - like effects on life, the food chain, the environment, and quality of life. We don't need any more half-cocked technology that does damage because of not being properly vetted. It is impossible to consider every variable of course - even so we can do much better than rushing into something new that we eventually learn is damaging, and can be used by the ill-intended in harmful ways that may not have been anticipated.
