We actually explored the idea in the late 10's, early 20's. USS S-1 had a hangar and floatplane. The Germans took the idea to a combat conclusion with helo's similar to drones, flying from the decks of some U-Boats. The idea being forward spotting to get more targets. We abandoned the idea virtually the moment we made it as it was too many holes to make watertight which is always a fear/bugaboo onboard a submarine.

As fortunes turned against Japan, the huge submarine classes were used to ferry supplies and were actually somewhat successful in that role.
