For this headline and anyone taking it at face value, I have a couple of bridges I would like to sell. Please send offers to [login to see] .

Really? As if the US Government doesn't monitor this since the inception of EFTs of every type.
Let's count the number of US Government or Government related entities that already have 75 to 95 percent of this information and transaction activity (not in any particular order, with or without warrants, voluntarily or legally mandated):
IRS
US Federal Reserve System
US Department of Treasury Financial Crimes Enforcement Network
US Drug Enforcement Administration
US Customs and Border Protection
And I am sure that there are others. And this is through the normal course of business.

The only way to avoid this by anyone is to use paper financial instruments or physical objects of value (precious metals, etc.)
