The article is almost 2 years old, which was during the tail end of the last big draw-down. As with the previous big draw downs, DoD was left with its ranks depleted of experienced NCO's and officers, and the recruiting commands struggling to meet its goals with a much smaller budget and fewer incentives to offer. It all comes full-circle, which is where we are once again. DoD has a bigger recruiting budget, more incentives on the table, and more service members being detailed to recruiting duty. It is a real fact that recruiters have a very small pool of qualified prospects with an actual propensity to enlist in which to rexruit. The only way to overcome that short of the draft, is to increase the pool of qualified prospects. The only way to that is to lower standards and grant more waivers, because all the bonus and college money in the world isn't going to do much to raise the propensity to enlist for otherwise qualified prospects.
