Some 20 years ago, the city of Richmond Virginia, in cooperation with the Feds, started a program where those caught with an illegal firearm, once convicted, received a 5 year federal prison sentence, at a minimum. The Richmond City murder rates dropped substantially, and remained low for years, until the program was stopped. Is it possible that a hybrid program of the two could bear positive results?
