Israel has a program that I've read about (can't find the article today) in which the IDF rotates some soldiers through various kinds of units (armor, infantry, artillery, etc) so that they get experience with each and understanding of what it's like to be in such a unit and how they fight, then, these soldiers are sent to get a civilian technical education (I guess the Technion, I'm not sure) after which they go to work in Israel's defense industry. The point of the program is to get mechanical, electrical, aerospace engineering professionals into the Israeli defense industry who not only know how to design and develop working systems, but have first-hand knowledge of what it is like to be one of the soldiers who will USE the things they are designing and developing.

US problem is political involvement and complicated processes in the military industrial complex. Some of the designers do have tactical and engineering knowledge, but have to deal with generals, SES or political staff who steer it due to outside stakeholder desires that adversely affect troops.
