As I've seen during my tenure, the reason toxic leaders rise through the ranks is quality leadership is either transferred, ETS'd, or PCS'd leaving only the the toxic leaders because they "stuck it out." I've seen it a hundred times. Good, solid NCOs and Officers leave because they are either fed up with the silliness the military is known for or they get a better offer in the civilian world that the military, in some instances, can't or won't match.
The issue is in my estimation is like what King said plus one other: Counsel ALL of your leadership regularly and unbiasedly and find a way to keep those quality Officers and NCOs by finding out what they need to get them to stay

SSG Michael Hartsfield in the Force, the main complaint is the emphasis on distance training and community service, rather than performance of duties.

Unfortunately this is all to uncommon in the Military. I have seen leaders who need proper guidance yet their superior is not providing it through verbal or written counseling. Thus these leaders develop the attitude that they have no weakness and the underlying problem is they are in need of development to learn balance.
