The Outer Space Treaty signed by the US in 1967 prohibits weapons testing, establishing military bases on the moon and other celestial bodies, placement of weapons of mass destruction in orbit around the earth BUT---the treaty has NO enforcement mechanism!!! The Air Force's unmanned X-37B has already completed several clandestine missions, I for one, think this is something we need in the age of Buck Rogers.
