Why is there a photo of a USCG buoy tender representing Panama's forces? Some of these small nations send candidates to the USCG Academy for officer training. I had classmates from Barbados and the Philippines. Other cadets during my four years came from Iceland, Honduras, and Ghana,

@LTJG Richard Bruce U.S. Protectorates extend far out from CONUS. When I was at ASW Training in San Diego there was a large contingency of Australian Naval Officers there for training. I am sure that we send people to other nations to learn how they do things compared to us. It is just not feasible for some nations to have both active forces and training facilities.
