Quite simply, this is an attempt to bring the budget submission more in line with normal business practices. Had I submitted my budget to senior management with those terms as evidence of validation, I would have been looking for a job the next day. Just as those managers reporting to me. Few criticizing this change have never developed or presented a budget to top management for approval.
