These new Guard and Reserve units will deploy with active Army divisions and corps

I personally think it's another side effect of the short sighted cut backs that happened in the 90s. Cutting the force from the 16 active divisions put us in a bind when it came time for the military to deploy for an extended time frame and really puts us in a bind if any major conventional fight were to happen. I know running a military isn't cheap but keeping it at a size that it can sustain the mission requirements plus contingencies is important too. When you start cutting to deep like was done it impacts not only effectiveness, readiness, but also troop morale.
