I have questions: Can Congress declare war if the President doesn't request it? Should Congress declare war if the President isn't willing to prosecute it effectively? (Of course, a Declaration of War is just another piece of legislation that the President may veto if he doesn't like or want it.) Can Congress authorize war without formally declaring it? Can/Should Congress delay a Declaration of War until we have a Command-in-Chief competent to prosecute it? So many questions...
