They don't hand those out, especially to marginally qualified leaders. Brown shoes get equal opportunity, regardless of gender. Some get amphibs to check Command block.

This is very significant. Having served on two CVN's, the selection process for a CVN's CO is pretty stringent. My CO aboard the ABRAHAM LINCOLN, Captain Kendal Card, started out as a helicopter pilot. As long as she doesn't screw something up, look for her to put on 0-7 shortly after her tour. The CVN COs that I worked for on the ABRAHAM LINCOLN and NIMITZ, were promoted to Rear Admiral soon after their tours as a CVN Skipper were completed.
