One of the most successful counter insurgencies in history is that of the Peruvian government against the Shining Path. The was deflating grievances among the people, raising the ratio of security to people, and arming local militias to defend their own villages. These militias called Rondas were afforded official status by the government. They proved to be the most decisive in the fight. It denied the Shining Path use of villages for life support and sanctuary.

This is commonly agreed as the end of Shining Path as an insurgency. It's leader, Maoist Abimael Guzman, caged and paraded on TV as a prisoner. Shining Path is more a criminal organization that pops up now and then.

One of the key factors in Afghanistan that Peru did not have is the active sanctuary in the FATA in Pakistan. Shining Path was also a singular organization compared to the little t Taliban sympathetic organizations such as Haqqani and other similar factions. I often wonder what would happen if we had a Pakistan incursion like the Cambodian Expedition during Vietnam. Logistically it hit the NVA right in the snot locker. I think the denial of sanctuary and the spectre of being raided again in the future would push these organizations further from the border that would negate their operational effect. Of course our pals, the Pakistani Army, could do this but won't.
